Re-Opening Miami Gardens

With the paramount aim of keeping individuals and communities safe, the City of Miami Gardens is committed to a safe reopening process that is consistent with preserving public safety. Guidance from the White House, Centers for Disease Control and Prevention, and the State of Florida are being considered while developing the City’s plan. The unknowns surrounding this virus are prevalent and have created an environment of uncertainty.  The City of Miami Gardens will continuously monitor the situation and make adjustments to our plan accordingly.

Miami Gardens: Moving to a New Normal (SLOWLY)

In anticipation of the City of Miami Gardens allowing Restaurants to re-open with operational conditions please be advised of the safety measures that must be in place.

Employee and Customer Protective Measures:

  • Post a sign on door that no one with a fever or any COVID-19 symptoms will be permitted in the restaurant.
  • Post CDC signage in publicly trafficked locations emphasizing measures to “Stop the Spread of Germs” and to exercise social responsibility.
  • Inspect and install, or upgrade ventilation systems per guidance from the Occupational Safety and Health Administration.
  •  Install hand sanitizing stations or make available hand sanitizer at entry points throughout the establishment.
  • Staff must limit the number of customers in the restaurant to those that can be adequately distanced six (6) feet apart OR no more than 25% of fire capacity.
  • Any indoor or outdoor waiting area must be marked so that social distancing standards are met. One member of a party may be allowed in waiting area while other members of their party wait in their car.
  • Tables will be limited to no more than four (4) guests per table.
  • Buffets are NOT allowed.
  • Bar areas MUST be closed.
  • Tables and seating will be sanitized after each guest.
  • Tables/booths may alternatively be separated OR separated by a physical barrier.
  • All employees are required to report any fever or illness to their supervisor.
  • Employees are encouraged to take a food handler class to learn more about food safety as it relates to COVID-19.
  • Consider staggering shifts to minimize employee interaction. 
  • Implement staggered breaks to reduce employees gathering in more than groups of five (5).
  • Employees musts wear masks and gloves.
  • High customer contact areas (i.e. door entrances) must be cleaned and sanitized hourly.
  • Enhanced sanitizing of all common areas is required.
  • Condiments shall be provided in disposable packets only.
  • Only disposable cutlery, plates, and cups shall be used.
  • Drink refills shall be in clean/unused disposable cups.
  • Menus, if laminated, should be cleaned after each usage OR paper menus shall be designed for single use and disposed of.
  • Establishments must place trash containers for face masks and other personal protective equipment near entrances and exits and other common areas.
  • Facilities must undergo a comprehensive cleaning each night after closing and include thoroughly disinfecting all frequent touch points and emptying all trash receptacles using solid waste strength bags.

The City of Miami Gardens will be allowing Barber Shops, Beauty Salons and Nail Shops to re-open with operational conditions.

Employee and Customer Protective Measures:

  • Use ALL disposable materials & supplies.
  • Employees must not share tools.
  • Services will be provided by appointment only.
  • No walk-in customers.
  • Provide hand sanitizer/sanitization wipes to customers upon arrival.
  • Post a sign outside the front door/window stating that any customer who has a fever or any COVID-19 symptoms must reschedule their appointment.
  • Employees should have temperature checks at the beginning of each workday. No employee with a fever or any COVID-19 symptoms will provide services to clients.
  • Businesses must limit the number of clients in the store to one (1) customer per service provider.
  • Work stations should be separated by at least six (6) feet.
  • If stations cannot be separated by six (6) feet, install a plexiglass barrier between salon chairs.
  • Shops with limited square footage must stagger the work schedules to adhere to social distancing requirements.
  • No persons will be allowed to wait in the store; customers must wait in their cars until the service provider is ready.
  • All employees and customers must wear face masks or coverings.
  • Customers may remove face masks or coverings for a short time when necessary to perform face-to-face services (i.e., beard/mustache trim, eyelashes, eyebrow arch, or facials).
  • The use of face shields is required for face-to-face services.
  • Employees must wear protective gloves.
  • Employees should wear a single-use lab-coat or protective gown.
  • All equipment, chairs, and tables used by an employee must be sanitized between clients.
  • All nail station items must either be new or cleaned and disinfected (stored in a closed container until ready to use).
  • A notice must be posted encouraging customers to use credit/debit cards or Paypal/Venmo/CashApp for payment of services.

If all businesses follow their common cleaning and sanitization practices the risk of contamination is considerably mitigated. Employees must continue to sanitize their work areas before the start of business, and after the close of business each day.

Emergency Order 2020-04 Implemented by the Mayor of the City of Miami Gardens

Effective Wednesday, May 20, 2020

The City of Miami Gardens will be allowing businesses defined as Merchant Wholesale and Merchant Retail to re-open with operational conditions.

 These include clothing stores, furniture stores, shoe stores and other retail outlets. Other businesses which provide services such as financial, insurance, cleaning services and other personal care services can also reopen. This does not include any businesses whose core business involves food preparation and/or food service. Restaurants (full-services), barber shops, beauty salons, nail salons, bars and nightclubs are still prohibited from operating in The City of Miami Gardens at this time.

Employee and Customer Protective Measures:

  • A sign must be posted on the storefront that individuals (employees or customers) who have a fever or other symptoms of COVID-19 should not enter the store.
  • Limit the number of individuals inside the store to 25% of fire capacity occupancy.
  • Employees and customers must wear face masks or coverings.
  •  All persons in the store should practice sensible social distancing of at least six (6) feet from another person.
  • Employees and customers should have access to hand sanitizer or a place to wash their hands.
  • Workers and customers should be provided with an adequate number of trash receptacles.
  • Employees must take reasonable steps to comply with guidelines on sanitation from the Centers for Disease Control and Prevention, and the Florida Department of Health.
  •  Point of sale equipment must be cleaned and sanitized hourly.
  • Stores should encourage customers to make non-cash payments.
  • Entrance/exit doors must be sanitized twice per hour.
  • Encourage workers to report any safety and health concerns to the employer.
  • Businesses that are not compliant with these guidelines will be shut down.
  • Residents are encouraged to report non-compliance to breakingrules@miamigardens-fl.gov.
