Development Services Director
Director, Judy Marsie-Hazen is a licensed attorney and has well over fifteen years cumulative experience in the parallel fields of commercial development, commercial leasing and affordable housing development. Her background in the public sector includes commercial development work with the City of Miami, community development work with the City of Hollywood and urban revitalization work with the City of New York.
Ms. Marsie-Hazen earned her Juris Doctor in Law from the University of Miami School of Law, her Masters of Science in Urban Development Planning from University College London, England and her Bachelors of Science from Wellesley College MA.
The Building Services Division is a professional organization committed to preserving the health, safety, and welfare of its residents, businesses and the general public through interpretation and enforcement of the Florida Building Code, as well as other applicable regulations governing construction and land use.
The Division is committed to providing quality services to all citizens through innovation, continuous process improvements, and excellence in customer service (as demonstrated by the Homeowners Bill of Rights concierge service). The orderly review, and timely processing, issuance and inspection of building permits ensures construction within the City complies with the provisions of all applicable codes to enhance the general quality of life.
The revenues generated by plan review, inspections, and associated fees are utilized to offset the cost of operating the division and administering its permitting, inspection, and code compliance functions. The City uses a mix of in-house and contract inspectors/plan reviewers.
