Shellie RansomBuilding Services Division Director
Ms. Shellie Ransom recently joined the City of Miami Gardens family as the Building Services Division Director-Building Official. She has the historic honor of being the first African-American Female Building Official in Florida. Ms. Ransom directs professional and technical staff in conducting aspects of their work relating to plans examination, permitting, licensing, and preparation and maintenance of records and reports. She also serves a technical resource for field inspectors in interpreting and making final determinations of the Florida Building Code.
Ms. Ransom was previously employed by Miami - Dade County General Service Administration (GSA) as the Renovation Services Section Manager. While serving in this position, she successfully supervised 80 staff which consisted of Carpenters, Electricians, Refrigeration Mechanics, Plumbers, and Painters. Prior to joining GSA, Ms. Ransom was the Building Code Officer (BCO) with Miami-Dade Building Code Compliance Office. As the BCO, Ms. Ransom developed standard processes for revising, deleting, and proposing text for the Florida Building Code HVHZ; received and reviewed proposals and comments concerning code changes. She accompanied unincorporated and municipal building inspectors/plan examiners to ensure appropriate application of the Florida Building Code. Ms. Ransom was the first African-American Female Building Inspector employed by the Miami-Dade County Building Department in 2001.
Ms. Ransom obtained a Bachelors Degree in Business Administration with a concentration in Project Management. In addition to being a Certified Building Official, she is a Florida State licensed Building Inspector, Plans Examiner, and Certified General Contractor. Ms. Ransom is also certified as a LEED® AP in Green Building Technology. She is the proud mother of one daughter, Shelene.

The Building Services Division is a professional organization committed to preserving the health, safety, and welfare of its residents, businesses and the general public through interpretation and enforcement of the Florida Building Code, as well as other applicable regulations governing construction and land use.
The Division is committed to providing quality services to all citizens through innovation, continuous process improvements, and excellence in customer service (as demonstrated by the Homeowners Bill of Rights concierge service). The orderly review, and timely processing, issuance and inspection of building permits ensures construction within the City complies with the provisions of all applicable codes to enhance the general quality of life.
The revenues generated by plan review, inspections, and associated fees are utilized to offset the cost of operating the division and administering its permitting, inspection, and code compliance functions. The City uses a mix of in-house and contract inspectors/plan reviewers.
