Mayor & City Council
The Mayor & Council acts as the
Legislative body of the City, providing policy direction for the City and
other duties as prescribed by the City of Miami Gardens’ Charter, State
Statutes, and/or other applicable laws.
City Manager’s Office
This department is responsible
for oversight of the day-to-day operation of the City through the various
departments and contracts. The department is responsible for ensuring that
council policies are implemented and for recommending policy alternatives to
the Council. The department is the home of the City's Community Outreach
office, which is responsible for the media relations, sponsored events and
community Liaison.
City Attorney’s Office
The City Attorneys Office
provides legal advice, support and direction to the City Council and the
City staff in their capacity of performing official City duties. The
functions include review of contracts, drafting of Ordinances and defending
the City against legal actions.
City Clerk’s Office
The City Clerks Office is
responsible for maintaining City records and Council actions. This
responsibility include: attending City Council meetings, taking minutes and
recording official actions; providing notices of public meetings;
disseminating information and directives of the Council. This Office
attests/certifies all official documents of the City. The City Clerk Office
is responsible for conducting City elections, in coordination with the
Miami-Dade County Supervisor of Elections Office.
Capital Projects
Finance Department
This department is responsible
for the accounting of all City funds, filing financial reports, preparing
ongoing analyses of the City’s financial position, preparing & monitoring
the annual budget and ensuring that our operations occur within a sound
financial foundation.
Human Resources
Department
This department processes all
employee-related needs, including: recruitment, discipline, promotion,
training, benefits administration and retirement. The department also
handles the Risk Management and Insurance activities of the City and its
employees.
Community Development
Department
This department is responsible
for the implementation and administration of federally and state funded
programs that are aimed to benefit our City’s low to moderate income
residents and neighborhoods.
General Services
Department
This department is responsible
for a number of activities necessary to support the internal operations of
the other City departments. These include: Procurement; Fleet Maintenance,
Asset Management, Information Technology, Facility Maintenance, Building
Security & Access, and Telephone & Communication Devices.
Procurement (Purchasing) Division
The
Procurement Division is responsible for the purchase of all equipment,
supplies and services and ensuring the City’s actions are in accordance with
the State of Florida statutes, City Ordinances and NIGP Code of Ethics that
govern the Procurement process.
Information & Technology
This Division
has responsibility for the monitoring and maintenance of the city’s
computerized network, hardware, programs and software; telecommunication
devices used in our municipal operations; as well as the various printers
and other equipment.
Fleet
Management
This Division
is responsible for all aspects of the City's Fleet of vehicles and
construction equipment.
Public Safety Department
This department accounts for
those activities associated with the Police and public safety issues. It
also has responsibility for interface with the Fire-Rescue services provided
by Miami-Dade County.
Police
The Miami
Gardens Police Department has assumed all law enforcement responsibilities
for the City effective December 16th, 2007. This newly-established agency
has over 200 members.

School
Crossing Guard Program
This program
administers the school crossing guard services necessary to support the 18
public elementary schools within the City. The services are currently
provided using approximately 80 part-time personnel.
Code Enforcement
Department
This department is responsible
for the enforcement of the City’s various health, safety and property
maintenance codes. It is also responsible for the administration of various
City Ordinances, including: Occupational License, Alarm Registration, Solid
Waste Franchises, Gas Franchises and Certificates of Use for commercial
entities in the city.
Parks & Recreation
Department
Responsible for programming of
recreational activities and maintenance of the City’s 16 community parks.

Parks
Division
Maintenance is
handled by the Parks Division. This includes landscaping, janitorial,
irrgation and general repairs.
Recreation Programming
Programs are
currently administered by the Recreation Division staff. There are
approximately 50 employees servicing the city with a variety of activities
for children and adults.
Public Works Department
This department is responsible
for the construction and maintenance of the Streets, Sidewalks,
Stormdrainage, Landscaping and Beautification activities in the public
right-of-way. It is also responsible for working with the community to
promote Environmental Education and Litter Reduction efforts.
Streets Division
The Streets
Division handles the construction and maintenance of the various streets,
sidewalk, signage, entranceway features and fixtures in the public
right-of-way. The annual street paving program is administered by this
division.
Stormwater Division
This division
has responsibility for installing, cleaning and maintaining the stormdrains
and distribution lines, necessary to facilitate the removal of groundwater
from the surface. The services are currently being performed by Miami-Dade
County’s Public Works’ Division and is anticipated to brought in-house later
in this fiscal year.

This Division
is responsible for working with the community to promote Environmental
Education, Litter Reduction and Beautification efforts. This is accomplished
through the efforts of community volunteers.
Development Services
Department
This encompasses two operating
divisions: the Planning & Zoning Division and the Building Services.
Planning & Zoning Division
This area is
responsible for all planning-related activities of the city. The Long Range
Planning efforts focus on the City’s Comprehensive Development Master Plan
and related issues. The Current Planning efforts focus on the activities
related to permitting, land development and zoning.
Building Services
This area
enforces the minimum standards established by the South Florida Building
Code, through permitting and inspection activities on private property.
These processes include zoning review, site plan review, permitting and
inspection of construction done to properties within the city.
