The Department of Community Development’s overall goal is to assist in making the City of Miami Gardens a viable urban community by providing safe, decent and sanitary housing, a suitable living environment, and expanding opportunities, primarily to very low, low, and moderate income persons and families. In order to achieve this, the Department will continue developing programs to address the specific needs of this community.

The Department of Community Development was funded $1,429,030 in Community Development Block Grant (CDBG) Program funds from the U.S. Department of Housing and Urban Development (HUD) for Fiscal year 2006-2007.

Mission

The mission of the Department of Community Development is to utilize the grant funds it receives from Federal, State and Local government sources to aid in the development of viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities, principally for persons of low and moderate income.

The Department’s efforts in carrying out a wide range of community development activities are directed towards neighborhood revitalization, economic development, improved community facilities and services, and assisting those least likely to benefit from the economic growth and prosperity projected for the City.

Technical Assistance for Non-Profit Agencies

In an effort to help local non-profits successfully secure City funding, the Department of Community Development will be offering Technical Assistance Workshops intended to provide needed information.  The workshops are FREE, but attendance is MANDATORY for any agency wishing to apply for City funding in the upcoming application cycle.  The first workshop will take place on Tuesday, May 6th.  For more information or to sign up, please contact Deborah Miller, CD Specialist II (305) 622-8000, Ext. 2366 or by e-mail at dmiller@miamigardens-fl.gov.

Housing Rehabilitation Program


Housing Rehabilitation Brochure
The Housing Rehabilitation Program provides assistance to income-eligible homeowners to perform repairs to bring their homes to Housing Quality Standards. Repairs may include but are not limited to roof repairs, windows, electrical, plumbing, as well as any health, safety and code violation issues. This assistance is provided with funding from U.S. Department of Housing and Urban Development (HUD) and the State Housing Initiatives Partnership program (SHIP).

The Application Cycle for Housing Rehabilitation Assistance is currently closed. The last application cycle ran from July 2, 2007 thru July 13, 2007. There were a total of 337 applications received during this last cycle.

Disaster Recovery Program

The Miami Gardens Disaster Recovery Program provides assistance to eligible low-income Miami Gardens’ homeowners that either experienced roof and window damage from the 2005 Hurricane or that need to harden their homes to prevent damage from future Hurricanes. In addition, repairs will be made that address items failing to meet Housing Quality Standards, Florida Building Code requirements and any local code requirement.

The application cycle for the Disaster Recovery Program is now closed. A total of 93 applications were received during the application cycle.


Home Ownership Assistance Program

Homeownership Assistance Brochure

The Homeownership Assistance Program provides assistance to first time homebuyers that are income eligible and are purchasing either an existing or newly-constructed home in the City of Miami Gardens. The assistance includes Down Payment, Closing Costs and Homebuyer Counseling.

The Application Cycle for Homeownership Assistance is currently open and will remain open subject to funding availability.

Business Incentive Program Information 

 

The Department of Community Development is committed to attracting new businesses to the City and helping the City’s existing local businesses.  With this goal in mind, we continue to establish programs aimed at helping these businesses in establishing and enhancing the businesses for the betterment of the community and its residents.  Currently, the Department is sponsoring the Business Incentive Program (BIP).

Miami Dade Housing Agency

At the Miami-Dade Housing Agency, our mission is to provide decent, affordable housing to Miami-Dade County's qualified low- and moderate-income residents. To accomplish this, we administer federal subsidies that support more than 10,000 units of public and other assisted housing. We also work with builders, developers, lenders and private housing providers to expand affordable housing opportunities in Miami-Dade County. Assist Program

FPL’s ASSIST Program encompasses a vast network of social service organizations located throughout our service territory. Serious finance problems resulting from hardships such as a loss of a job, illness or an accident can strike a family or individual at any time and make it difficult or impossible for a family to pay bills. Through a partnership between FPL and community agencies, eligible customers can receive energy assistance funding.

  Low-Income Home Energy Assistance Program  

This program is funded through the Florida Department of Community Affairs Division of Housing and Community Development, and provides assistance to approximately 20,000 households annually. The Low-Income Home Energy Assistance Program (LIHEAP) is locally coordinated through the Miami-Dade Community Action Agency's Self Help Division as part of their emergency assistance programs. The program provides assistance to low-income individuals and families who are experiencing difficulty in paying for utilities such as electricity and gas. This assistance is provided in the form of a credit on an existing utility bill.

Weatherization Assistance Program

 The U.S. Department of Energy’s Weatherization Assistance Program enables low-income families to permanently reduce their energy bills by making their homes more energy efficient. It is this country's longest running, and perhaps most successful energy efficiency program. During the last 30 years, the Weatherization Assistance Program has provided weatherization services to more than 5.5 million low-income families.

By reducing the energy bills of low-income families instead of offering aid, weatherization reduces dependency and liberates these funds for spending on more pressing family issues. On average, weatherization reduces heating bills by 31% and overall energy bills by $358 per year at current prices. This spending, in turn, spurs low-income communities toward job growth and economic development.

South Florida Legal Providers

The South Florida Legal Providers are private non-profit organizations that work together to address the legal needs of low income residents. The Providers represent people with limited income who have civil legal problems related to housing, education, family, juvenile, employment, immigration, public benefits and other legal areas. The Providers are also concerned about systemic issues that affect the individuals they serve as well as the quality of life in the greater community. All legal services are provided free of charge, except Catholic Charities Legal Services charges a small fee based on income. South Florida Legal Providers Are Dedicated to Pursuing Equal Justice Under Law.

Miami-Dade County Residential Shuttering Programs 

Miami-Dade Community Action Agency (CAA) operates three storm shutter/hazard mitigation programs. These programs involve a partnership between CAA, the Federal Emergency Management Agency (FEMA), the Florida Department of Community Affairs (DCA), Office of Emergency Management, the Board Of County Commissioners (BCC), and the Mayor's Office to provide installation of hurricane shutters and other hazard mitigation measures designed to protect the building envelope and make homes more resistant to future high wind storms.

Miami-Dade County Meals for the Elderly Program

Miami-Dade Community Action Agency's Meals for the Elderly Program provides older persons with hot nutritious meals and activities in a Senior Center setting five days per week. Guidelines are "persons 60 years or older (spouse may be younger), who cannot afford to eat adequately, or have limited mobility, or need support in food selection and meal preparation; and may benefit from socialization." The aim of the program is to reduce the need in institutionalization of older persons by providing meals, activities, and support services so they may remain active and viable in the community.

Meals On Wheels Program

Miami-Dade Community Action Agency's Meals On Wheels Program provides home delivered meals each week to low-income, ill and/or disabled homebound persons living within seven geographic areas within Miami-Dade County. These areas are:

  • Northwest Miami ,
  • Downtown Miami,
  • Homestead/Florida City,
  • Naranja,
  • Perrine,
  • Goulds,
  • Opa Locka,
  • South Miami

Participants in the program receive seven (7) frozen meals each week, along with fresh fruits, milk and other food items.
